I'm sure that newer homes in North Texas
have insulation. Uniform building codes
require insulation to standards in that
part of the country.
About 25 years ago, a new federal law
was passed requiring both counties and
cities to adopt "codes" for minimum
standards. They did not dictate what the
standard would be, but they did require
that it be a "politically correct"
decision by a town council or a county
commision. Most communities were too
lazy to invent their own standards, so
they adopted standards written by other
communities.
Before standards, many builders built
houses and sold them without outside
wall insulation even in cold climates.
