Gayle--I dug up the following elements that may assist
you (case study, government reports, Canadian study).

Best wishes,
Cameron

1.
Title: Five Case Studies of Multifamily Weatherization
Programs
Authors: Kinney, L; Wilson, T; Lewis, G; MacDonald, M
Code: DE98051664
Availability: OSTI, NTIS Abstract: "Each of the case studies involved extensive
interviews with the staff of weatherization subgrantees
conducting multifamily weatherization, the inspection
of 4 to 12 buildings weatherized between 1991 and 1993,
and the analysis of savings and costs. The case studies
focused on innovative techniques which appear to work
well."
Exerpt from document: "Occasionally a crawl space is
treated as part of the heated envelope. In this case,
perimeter insulation is installed and existing crawl
space ventilation is sealed." (image 142)

2. (not a case study)
Moisture Control Handbook, J.Lstiburek, 1994, Van
Nostrand Reinhold, pp.138-141, 169. These pages
address pressurized, unvented crawl spaces.

3.
Title: Insulation Fact Sheet
US Dept. of Energy,
>
exerpt: "Provide the recommended level of insulation
under floors above unheated spaces, around walls in a
heated basement or unventilated crawl space, and on the
edges of slabs-on-grade."

4.
Building Foundation Design Handbook
ORNL, 5/88, available from NTIS
pp.53: "Unvented Crawl Spaces - It is not necessary to
vent a crawl space for moisture control if it is
continuous with an adjacent basement, and venting is
clearly incompatible with crawl spaces used as heat
distribution plenums...they have been recommended,
'except under severe moistuer conditions,' by the
University of Illinois's Small Homes Council [Jones
1980]."

5.
Canada Mortgage and Housing Corporation (CMHC)
http://www.cmhc-schl.gc.ca/
study: performed by Sebastian Moffatt, Sheltair
Scientific Ltd., Bancouver, BC (604) 732-9106 (number
taken from 1991 reference).
Abstract: Additional ventilation added to crawl space
to cure ground water crawl space problem failed to dry
the space. Various options attempted to relieve the
problem.
