Many of the major paint manufacturers appear to produce
low-permeability (vapor diffusion retarding) paints.
The following are a few examples taken from a list I
put together a few years ago (perhaps the one you were
trying to remember is listed):
Aspen Paints: 213 One Coat Vapor Guard
Benjamin Moore: Latex Vapor Barrier Primer #260
ICI-Glidden: Insulaid,(with VOCs; not sure it is still
available)
Kelly-Moore: Latex Wall #969
Palmer Industries: #86001 Vapor Barrier Seal
Pittsburgh Paints, PPG Industries: Speedhide Latex
Enamel Undercoater #6-755
Polymer Science Corporation: no VOCs
Sherwin Williams: Vapor Barrier #154-6407
