The all vinyl flooring before interior wall
construction is generally a good idea. The interior
wall construction must meet fire code limitations. If
all exterior wall and ceiling sheetrock is done first,
that alone improves fire resistance for the shell of
the home.
I once relocated some walls in a Boise-Cascade
factory built home & found that the floor covering was
factory installed before interior wall construction.
The wiring and plumbing holes were covered from the
basement with a glued and screwed scab of plywood, then
from the roomside with circles of stock matching floor
& subfloor thicknesses also glued and screwed.
The covering was continuous, so I inserted a single
tile in a few places for "decorative accent" marks.
